While it's true that smaller wheels are more vulnerable to getting caught by large potholes, you should also know that those same smaller wheels result in more lower end torque, which will more readily pull you out of that same pothole. Likewise, the smaller wheels on scooters help when cornering, as there is not the need to slide the back wheel as on motorcycles and there is less gyroscopic effect. Lastly, you'll find smaller wheels noticeably cheaper to replace.
